Mental Maneuvers

The original maneuvers (found in GURPS Martial Arts) were all based on physical skills. Physical skills level out at 8 points/level, while their maneuvers level out at 2 points/level. This strongly suggests that maneuvers should level out at 2/8 = 1/4 the cost at which the underlying skill levels out. This means 1/2 point/level for M/E, M/A and M/H skills (all of which level out at 2 points/level) and 1 point/level for M/VH or super skills (both of which level out at 4 points/level).

This gives the following cost progressions:

There are no fractions smaller than 1/2 allowed. You simply put in a jump between the default level (0 points) and the first improved level (1/2 point) in some cases, exactly as is done for skills.
